GENERAL ACCOUNTABILITY:
With 40 years of operations, Skills for Change is a highly respected non-profit charity with a province-wide reputation for pioneering programs that respond to shifting immigration and workplace trends and lead to employment. We offer a range of accelerated programs including mentoring, employment, settlement, and language training, together with specialized programs for trades, women, and youth.
PROGRAM NATURE AND SCOPE:
The Mental Health and Wellness department at Skills for Change was formalized in 2021 to provide high quality and responsive services to support refugee and immigrant clients successfully adjust, integrate into the Canadian environment. Since its inception, the department has grown to provide services to a broad base of Skills for Change clients. The Manager, Mental Health and Wellness Services will contribute to the strategic growth of the department by embedding mental health and wellness support across the organization, and lead strategy and outreach to grow external program partnerships for delivery. As a member of the Management team, this role will be directly involved in program design and implementation to support Skills for Change vision to be a leader in wellness programs that support our client’s employability in the labour market.
PURPOSE:

To oversee program development and implementation and lead day to day operations of program (s) or projects specific to Mental Health and Wellness services.

To ensure the smooth operation of programs and continuous improvement in service delivery.

To promote services by developing relationships with stakeholders such as funder, community partners, employers and other external partners.

To liaise between stakeholders and Skills for Change as required including employers, community agencies and funders.
The Ideal Candidate has:
-
Sound clinical knowledge and experience providing clinical oversight and coaching to a team of frontline workshop facilitators and counselling professionals.

Knowledge and principles of case management theory and practice.
-
Experience with trauma-informed and culturally responsive programs and services, including but not limited to application of inclusion and accessibility, Anti-Black Racism and anti-oppression frameworks.

Excellent knowledge of community resources.

Extensive experience working collaboratively across internal teams and maintaining positive relationships with various government and community agencies.

Experience in budget preparation and management.

Demonstrated effective and innovative leadership.

Knowledge and skill in program development.

Demonstrated organizational excellence in time management, planning, critical thinking, problem-solving and judgment skills.

KEY RESPONSIBILITIES:
Program Design and Delivery
-
Manages program delivery across multiple programs for a growing department of mental health and wellness practitioners, ensuring regulation and privacy compliance and client centered service quality.

Devise and implement courses, projects and programs which generate activity in and around mental health and wellness.
-
Keep updated of policy changes, immigration trends, regulations, relevant benchmark clinical practices, models, related theory and research and program development as it relates to service delivery and client needs.

Work with staff to create appropriate processes to ensure coordinated and integrated service delivery to clients across all the agency’s programs and services and in collaboration with external agencies where appropriate.

Produce oral and written reports on engagement level, activity delivery and the development of new programs/projects.

Actively participate in, and contribute to, relevant sub-groups/committees at Skills for Change.

Supervise part-time and/or full-time program staff, including clinical supervision, goal setting, performance management, professional development opportunities.

Manage budget lines and authorized expenditure within delegated limits and Skill for Change’s financial policies and procedures.
-
Support the development of high-quality, innovative and impactful program design concepts and proposals.
-
Manage internal communications with cross-functional teams and information sharing. Support data collection and participants engagement to inform strategic reports including annual Business Plans and other reports as required by the funder.

Collect, analyze, track and monitor monthly, quarterly and annual statistical reports and statistics on an ongoing basis to ensure program targets are being met on a timely basis. In consultation with the Director, take timely and corrective action when necessary if program targets are falling behind.

Identify and develop new services and resources based on client needs and work at continually enhancing service delivery and increasing business intelligence.

Monitor and track the smooth and ongoing operation of cross program referrals and shared resources.
Community and Partnership Engagement
-
Advance the vision and mission of Skills for Change and Mental Health and Wellness through community engagement, knowledge mobilization, contribution to research and new partnership development.

Develop new and maintain community-based partnerships that help to enhance the quality and reach of Mental Health and Wellness programs and services.

Work closely with other community organizations to ensure smooth referral processes and Client Service Planning and Coordination (CSPC).
-
Seek out and participate in relevant regional/national committees and roundtables as a Skills for Change representative.
Case Management and Supervision
-
Consult with Supervisor and/or clinical counsellors as necessary to assess client eligibility, need for service, the nature of the problem, and personalized program recommendations.
-
Intervene and support staff in dealing with complex or challenging service situations when necessary.
-
Monitor case management of client files; document activities in client files, follow up on action plans, additional counselling.
-
Audit client files, schedule and client records to confirm documentation and safety needs are met.
-
Ensure files are organized and available for review by the funder and program supervisor and management which includes mentor/mentee files and settlement client files.

Any other duties assigned by the Director, Programs and Services.
QUALIFICATIONS & REQUIREMENTS:

Master's degree in social work, counselling psychology or related field is required.

Membership of good standing and with no restrictions within a related regulatory association, such as: Ontario College of Social Workers, College of Psychologists of Ontario, or College of Registered Psychotherapists.

Minimum 5 years’ experience providing clinical supervision in both individual and group settings, with practical knowledge of treatment modalities and relevant legislation (including PHIPA).

Significant experience supporting the mental health and wellbeing of vulnerable and marginalized populations from diverse cultural and racial backgrounds.

Minimum 3 years of demonstrated experience in program design and development and implementation of mental health and wellness programming serving equity-deserving communities, including immigrants and refugees.

A clear vulnerable sector check is required.

A second language is considered an asset.
