The Counselling Group of Jewish Family Services offers a full range of counselling and support services for children, individuals, couples and families. Jewish Family Services of Ottawa (JFS) is a full service, non-sectarian agency serving residents of the greater Ottawa area.

 

Position Summary - Director of Counselling and Mental Health Programs

 

JFS is looking for a dynamic leader who will be responsible for the operational management of The Counselling and Mental Health Programs at JFS, with accountability for day-to-day operations, advocacy, lobbying, people management, fostering inter-agency partnerships and collaborations, fiscal stewardship (budget management), grant writing and reporting, risk management, and the provision of high-quality client care.

 

The role of Director of Counselling and Mental Health Programs requires a high performing, highly motivated, self-directed, and results-oriented clinical leader who is innovative and creative and capable in delivering the highest standard of service and compassionate leadership in the provision of exemplary services to our clients and families.

 

Essential Minimum Qualifications

 

Education:

  • Masters or PhD level university degree in social work, counselling or psychology, with solid business development and/or marketing experience, or a combination of relevant training and education.
  • Must have and maintain the right to practice the controlled act of Psychotherapy within the Province of Ontario. Registered or eligible for registration with OCSWSSW or CRPO, or equivalent Professional Colleges and Associations, or College of Psychologists of Ontario.

Experience and Knowledge:

  • Three to five years of management experience in a not-for-profit health care / community services environment preferred
  • Skill and knowledge of community based mental health and addictions services
  • Knowledge of current mental health care legislation and health care reform
  • Ability to develop and nurture strategic partnerships, be innovative and resourceful to meet the needs of an ever-changing environment
  • Ability to support and foster a healthy work environment.
  • Demonstrated ability to work strategically while responding effectively to operational matters
  • Ability to deal with and respond to multiple demands and priorities
  • Demonstrated ability to effectively lead change processes.
  • Proven experience and success in writing funding submissions and reports, as well as maintaining budgets/statistical reporting.
  • Entrepreneurial vision with the ability to implement ideas and initiatives, (i.e. ability to explore and create additional service and revenue-generating opportunities aligned with the agency’s mission and vision).
  • Cultural sensitivity and knowledge of Jewish customs / traditions

Duties and Responsibilities

 

Leadership, Strategic Planning and Administrative Operations

  • Responsible for JFS’s leadership, strategic planning and administrative operations for the Counselling and Mental Health programs.
  • Monitor, evaluate and, as needed, adapt/renew the client service model and service standards.
  • Create an environment that encourages change, innovation and improvement; Identify and implement change strategies to achieve desired results.
  • Provide operational leadership to the service in achieving best-practice standards and accreditation through quality improvement principles and initiatives.
  • Support the development and implementation of practices and procedures that support diversity and cultural responsiveness within the organization.
  • Ensure compliance with the highest ethical, legal and professional standards.
  • Responsible for seeking /developing new funding and revenue-generating opportunities.
  • Responsible for ensuring that clinical services meet standards of best practice, and standards for accreditation.
  • Prepare funding applications / proposals and provide timely information & reports as required by funders.

Communications and Representation of Jewish Family Services

  • Develop, coordinate and/or support professional networks and partnerships with multiple & diverse stakeholders, incl. local community-based organizations, municipal and provincial federal government stakeholders, as well as community groups & organizations in order to integrate and leverage resources for the delivery of mental health services to the community.
  • Develop marketing and communication plans to ensure promotion of programs and services to the community in order to increase referrals and generate revenue.
  • Promote and participate in public relations and marketing initiatives.
  • Consult or conduct community assessments in accordance with the organization’s mandate to determine needs and evaluate options for service delivery.
  • Undertake necessary and relevant operational and technological innovations to meet the diverse and growing client and community needs.
  • Develop marketing and communication plan to ensure promotion of programs and services to the community in order to increase referrals and generate revenue.
  • Consult or conduct community assessments in accordance with the organization’s mandate to determine needs and evaluate options for service delivery.

Financial Administration and Budgeting

  • Prepare funding applications / proposals and provide timely information & reports as required by funders.
  • Interpret and put into operation legislative, regulatory, health service delivery, and financial trends, and monitor effect on operations.
  • Execute the necessary budgetary discipline to promote operational and expansion strategies; secure, allocate and coordinate program or project resources in line with strategic direction.
  • Ability to actively explore and create additional service and revenue-generating opportunities aligned with the agency’s mission and vision.

Employee Resources and Staff Development

  • Direct, mentor and empower staff, allowing them to be creative and resourceful to achieve their individual as well as broader organizational goals
  • Maintains a high-performance level of department staff through the provision of leadership, training, motivation and evaluation of staff, and sets professional standards and performance benchmarks
  • Ensure programs are monitored to track progress, outcomes and optimal use of resources, and adjust as needed
