Job Description

POSITION:                               Senior Manager Community Services

                                                Permanent, Part-time (21 hours/week)

                                                Starting ASAP


LOCATION:                             747 Warden Avenue

                                              Scarborough, ON M1L 4A8


REPORTS TO:                         Director, Client Services



This position provides leadership for community, wraparound, family support & outreach programs and is responsible for training and supervision of a team of Community Outreach Workers, Family Support Workers and Wraparound Facilitators, ensuring effective service delivery, establishing a strong YouthLink presence and developing partnerships in the community. This position is also responsible for community program planning, development and evaluation and data collection.


The incumbent of this position also acts as back up for Senior Manager, Clinical Services in the latter’s absence.


Key Responsibilities:


  • Supervises and monitors workload assignments of staff to ensure adherence to program expectations and responsibilities. Manages new hire orientation, including required training. Engages in performance reviews, completes performance evaluations and identifies individual and group development needs. Provides support and consultation as needed. Completes staff attendance.

  • Acts as liaison with Children’s Aid Society and community partners; represents YouthLink at community planning meetings, profiling and promoting YouthLink programs; seeks out opportunities for collaboration, upholds a strong YouthLink presence in the community. Participates in site visits as needed for outreach activities.                                                                                                              

  • Establishes service priorities to meet YouthLink’s strategic direction and community needs; stays current on requirements, funding opportunities, related policy, programs and legislation; identifies short and long term goals; contributes to proposal development either in a supportive or leadership role; completes reporting requirements.                                                                             

  • Participates in the ongoing tracking and evaluation of community, wraparound, family support & outreach programs and activities to improve service delivery; reviews program specific monthly data; collects and submits quarterly Ministry statistics.                                                                                                              

  • Responsible for program budget accountability. Develops, monitors and manages programs within budget.                                                                                

  • Acts as back up for Senior Manager, Clinical Services (Part-time) in the latter’s absence. Participates in on-call rotation for after hour support.                 

  • Actively contributes to the Agency’s Strategic Plan by participating in initiatives and committees to support the overall Plan.                                                                     

  • Takes all reasonable and necessary precautions to protect his or her own health and safety and that of co-workers by complying and demonstrating knowledge of the policies, procedures and safe practices established by YouthLink.





  • Master’s Degree in Social Work, Psychology or related discipline.

  • Specialized training in counselling with individuals, families and groups;

  • Specialized training in mental health issues and intervention, adolescent development.

  • Full member in good standing with the Ontario College of Social Workers or similar.

  • Significant professional development at the senior clinical and management level is preferred.



  • Five (5) years’ experience in community and outreach; counselling individuals, families and groups; working with youth, marginalized and diverse populations.

  • Two (2) years’ experience in a community and outreach management level position preferably in a non-profit unionized environment.

  • Experience in planning and direction of community and outreach programs.

  • Experience in designing, implementing, evaluating and managing grant funded programs, including fiscal management.

  • Experience with crisis intervention and group facilitation.

  • Experience in evaluating services and programs and providing creative improvements. 

  • Knowledge of current evidence-based practices and brief intervention counselling techniques.

  • Knowledge of mental health, employment and support services for youth and families, and youth with a developmental-intellectual disability.

  • Knowledge of child welfare, family service act and directions of Ministry of Child and Family Services and Ministry of Community and Social Services.

  • Experience providing support to families and youth who have involvement with the youth justice system.



  • Demonstrated skills in supervisory leadership.

  • Demonstrated project management and community development skills.

  • Successful grant writing and reporting skills.

  • Demonstrated ability to develop relationships and work effectively with community partners.

  • Strong organizational, strategic, communication and interpersonal skills.

  • Demonstrated understanding of cultural diversity.

  • Computer literacy and working knowledge of MS Word, Outlook and client information systems.

  • Flexibility to meet changing needs and demands.

  • This position requires occasional evening hours.  This position is also required to participate in a weekend on-call rotation.

  • Minimal travelling required.


WORK HOURS:         21 hours per week
